Why Council Field Staff Face a Different Kind of Risk
Most workplace safety planning assumes a fixed site. A factory floor, a construction yard, a warehouse. You can map the hazards because the environment stays roughly the same from day to day.
Council field staff don't get that luxury. A parking warden's "site" changes every few minutes. An animal control officer might be dealing with an aggressive dog one call and an equally aggressive owner the next. A park ranger patrols alone across open ground with no set route. Tier 2 or Tier 3: Which Network Fits a Council?

DMR Tier 3 is trunked, which behaves more like a smart, shared motorway than a set of fixed lanes. Not every council role needs this level of safety hardware, and it's worth being honest about that rather than overselling every department the same kit.
If your staff regularly work alone, face to face with the public, in roles where confrontation is a real possibility, parking enforcement, animal control, compliance and building inspections, park rangers, this is squarely built for you. A radio with all the right features still needs to be set up correctly to actually protect anyone.
