All equipment used under a GURL must still carry the Regulatory Compliance Mark (RCM) and meet the current Radio Standards Notice.
Individual Radio Licences
An Individual Licence grants exclusive rights to a specific frequency at a defined location, the professional standard for commercial fleets relying on repeaters for wide-area coverage. It comes with an annual fee but provides genuine legal protection against signal intrusion.

The Licensing Process for Commercial Fleets
Securing a commercial frequency isn't as simple as buying hardware and picking a channel. It follows a structured technical workflow designed to prevent your fleet from interfering with existing users.
- Define your operational area: confirm where your vehicles or handheld units will operate and how many channels your team genuinely needs
- Engage an Approved Radio Engineer (ARE): most commercial applications require certification from an RSM-approved professional
- Technical coordination: your engineer scans the local spectrum to identify a clear frequency that won't cause or receive interference
- Submit to the Register of Radio Frequencies (RRF): the official public record of who's transmitting on which frequency and where
- Receive and programme: once granted, your hardware is professionally programmed to the assigned frequency before legal use
Most commercial applications can't be submitted directly by the end user, RSM requires certification from an Approved Radio Engineer or Approved Radio Planner to confirm the technical details won't disrupt emergency services or other commercial users.
Staying Compliant and Avoiding Interference
Operating unapproved hardware breaches the Radiocommunications Act 1989, and it's a safety issue as much as a legal one. A genuine risk for NZ businesses is grey-market radios imported from overseas platforms, which often lack the RCM mark and can be factory-programmed to frequencies reserved for NZ emergency services or cellular networks.
All radio equipment sold or used in New Zealand must meet the Radiocommunications Regulations (Radio Standards) Notice 2025, the current version in force since 1 September 2025, replacing the previous 2023 notice.
