What Is the Public Safety Network, and Why Was It Built This Way?
Public Safety Network NZ, PSN for short, is being delivered for New Zealand's emergency services by SafetyNet Critical Communications, an independent Crown company that launched on 1 July 2026, replacing the previous Next Generation Critical Communications unit. It was approved back in 2022 with a NZ$1.7 billion investment over ten years, and it's built around three complementary parts working together.
The first is a dedicated digital land mobile radio network, currently under construction across more than 500 transmission sites nationwide, giving Police, Fire and Emergency NZ, Hato Hone St John and Wellington Free Ambulance a single, encrypted, resilient radio system for the first time. The second is PSN's cellular service, which roams across both Spark and One NZ rather than locking responders into a single carrier. The third is a set of location information services, precise location data used to find someone quickly and confirm they're getting help.
That second part, the cellular roaming, is the interesting one for anyone outside the emergency services. The entire point of building in that kind of redundancy is simple: if one network drops out, a call can still get through on the other. For a fire truck or an ambulance crew, that's not a nice-to-have. It's the reason the system exists.
