Before doors open, every stakeholder needs to be aligned: security, first aid, production, catering, and volunteers. This is where you assign channels, brief teams on basic radio etiquette, and confirm every unit actually works on site, not just when it was tested in the office the week before.
Real-Time, On-the-Day Management

Where the Law Gets Involved: Health and Safety and Radio Licensing
Under the Health and Safety at Work Act 2015, event organisers have a duty to manage risks to workers, volunteers, and attendees. A big part of that is having a reliable way to raise an alarm, direct an evacuation, or coordinate an emergency response. Mobile phone coverage alone often isn't good enough at a large outdoor venue, which turns a dedicated two-way radio network from a nice-to-have into a genuine safety requirement.
Licensing is the part organisers most often overlook. Licence-free PRS (UHF CB) channels are open to anyone, run up to 5 watts across 80 channels, and cost nothing to use. For a small local event that's sometimes enough. For anything bigger, you're sharing those channels with the public, nearby hobbyists, and whoever else happens to be on site, which is a real liability when clear communication matters most.
Radio Spectrum Management (RSM), the government body that manages radio frequencies in New Zealand, specifically names event management groups at venues like stadiums as a candidate use case for a land mobile simplex licence, giving your team a protected channel rather than a shared one. As at 1 July 2026, the standard individual RSM licence fee is $190 per year, with land mobile licences covering up to five repeater locations at $800 and unlimited locations at $1,800.
