This is worth being blunt about, because getting it wrong has real consequences. A PLB is a dedicated, one-way emergency device. A satellite messenger is a communication tool that happens to have an SOS button.

A satellite messenger's SOS still has to pass through a private call centre before it reaches an official rescue authority, an extra step you don't want in a genuine emergency. Plenty of serious operators carry both: a PLB as the failsafe, a messenger for routine check-ins. Neither replaces the other.
Running a PLB Programme, Not Just Owning One
A PLB sitting in a drawer is worse than useless, it's a false sense of security. The value isn't in buying the box. It's in issuing the right beacon to the right people with a system behind it.
Set a clear activation threshold
Nobody wants to be the reason a full search and rescue response gets triggered for a twisted ankle. Train your team on when the button actually gets pressed: a serious injury the person can't self-manage, a life-threatening medical event, being genuinely lost or trapped with no other way to call for help. Keep a device register
